is there a non-root way (can't find one) to simply turn off the 'battery is done, phone will shut down now' notification tone?

Nope. You'd need to remove the audio file with a rooted phone and a root explorer.
It should be in system/audio/ notification

It requires root....
But all you do is go to the folder indicated and delete the shutdown sound
