Root battery life

Is it possible for someone to make a rom that would not have the cell standby and phone idle take up so much battery life? or that is just what happens when a phone is duel core?

Can anyone verify if those numbers actually mean percentage of charge?

One user reported one day that he had only those two running, and they were 54/46%! however, that, to me, says that since there are only those 2 apps running, they're splitting what's being used IOW, if they total use 2 mA, then they split 2 mA 54% and 46% - not 54% and 46% of the 1760 mAh that the battery can do.

I'v never seen mine go above 25%, and yet I have probably 13 different things synchronizing in the bg on daily basis....
