Help Battery Memory?

After having a day of bad battery life, I decided to reboot my phone while it was charging. Before the reboot it read 89%. As soon as it finished rebooting it read 100%. What is this, and how do I change it? I frequently reboot while charging, so if it sets the state on reboot to 100%, it might be why my battery life has started to suck. Any ideas?

Maybe try wiping the stats?

If you mean wiping the battery stats in clockworkmod, I tried that as soon as I saw what had happened. No results

Edit: definitely something strange going on. Currently, just minutes after it read 100, it reads 91. In airplane mode. >.>
