Indeed - you can get any number of battery level apps that will give you more precise numbers. I have no idea why Moto doesn't do that with Blur, but at least you can get around it.
I don't believe that the hardware reports better than 10% increments. The apps that show 1% differences are likely guestimating those in-between percentages. This would be obvious if you watch the battery and it goes down in 1% increments and then you use a heavy-usage app and it suddenly snaps down to a 10% increment fairly quickly.
