Help bbc weather

Probably because it's for the folks in the UK.

I'm just speculating, but a lot of BBC Services are tied to their license fee. If you live in a country where you don't pay the fee, you don't get the service (although weather seems an odd one to block).
Can you install other BBC apps?

BBC Weather works for me. Chinese phone in China.
IPlayer is the only thing that doesn't work for me, because of restrictions on their TV programmes. UK TV license payers only. BBC News app outside of the UK has ads in it, because that's commercial and not funded by license payers.

I get iPlayer and ive never payed a license fee in my life
And BBC Weather is free.

Hi Serguei07,
I might be able to help you with this one. I was born in the UK and now live in Australia and consequently I wanted to download the BBC apps (The BBC apps are geoblocked). When I travelled to the UK a couple of months ago I created a uk google email address.
When I got back to Australia I did the following things:
1. I downloaded TunelBear and said that my location was in the UK.
2. I logged out of the Play Store and logged back on using my UK email address.
Then (and yes it was exciting) I had access to all of the UK apps and I could download what I wanted. Amazingly I have got iplayer to work in Australia although the only trouble is is that TunnelBear restricts the data that I you can download so it is not worth me using that app. But I did get BBC iplayer Radio app which is brilliant and I use it all of the time.
Anyway, you may need a uk email address which may be a prob but if you have a friend in the uk you could ask them to set one up for you.

edit. It seems that iplayer will not play unless you use tunnelbear.
iplayer radio does not need tunnelbear because they don't care if you listen to the radio overseas. It is interesting though that they don't make iplayer radio available in the non uk play store. Haven't tried that whether app. I can give it a try if you want?
