Best car charger?

I very much doubt that there is such a thing. A charger is a charger. All you need to do is look for one that produces a high current. The stock mains charger produces 2A and there are loads of chargers on eBay that produce 2A, take your pick.
 
I'm using one of the 'cordless' charging pads, it works well. Of course you have to add a receiver to you phone for that to work.
 
Wireless chargers suit a lot of people but one drawback they have is they don't produce a very large current. It's normally about 600mA as opposed to 2A so your phone would take 2-3 times as long to charge.

Or actually deplete the battery while running tasks and having the screen on.
 
Looks to me like the charging current the GS4 will accept has been reduced since the AMF3 update. I used to see 1900mAh going in, but it starts out at 1200mAh now. Using the same OEM Samsung 2 Amp charger. Using my iPad 2.1 Ah charger, I see the same numbers. I believe the same is true of my OEM Samsung 2Ah car charger too.
 
I bought the Verizon branded 2A charger that has an additional USB out on it. It will charge two devices and works very well. It wasn't cheap, but I get a fairly hefty corp discount so it didn't hurt so bad.

It's charges my phone at 900-1100, which is the fastest my phone has charged in my car.
