What is the best file manager for Android? Will it give the option to move apps? The spec sheet for the Alcatel Streak says it supports up to 128 GB SD.

I used ES File Explorer for the longest time, but then they got cocky and started messing around. I immediately uninstalled it and installed Solid File Explorer, which is fantastic. In landscape, you can have two different locations open... then just drag & drop 
I have used FX Explorer for years,And they have a rooted addon.For rooted devices.

I use Xposed MI Explorer , that's an amazing app and i prefer it above Es file , It is all in one app and has pdf viewer and is a very Lite App.

Doesn't matter what file explorer you use. It can't get around system limitations of moving apps.
When it comes to moving apps or just app data I use this:

If I were to be rooted I would thin out the bloatware,(First make a backup).And the apps I install move the data to Micro SD Card.
Edit:BTW,I been using this app to for years.

Tried that before. Has no real difference from just using the inbuilt move app to SD function from the settings if you're not rooted.
Again, the OP's question was what was the best file manager, and would it be able to move apps to SD. I responded that file managers can't do that.

ES File Explorer Pro has worked like a charm for me, it has a root explorer setting for rooted devices, has multiple networking features, can view hidden files, and so much more. I've used many others in the past but none of them have worked like ES has.
