First off I would like to say i mean no disrespect to developers for anything I say. They all work very hard to put out great roms then give them away for free. I enjoyed every rom I've tried!
I've used apex, liberty, and recently I tried out cm7(cyanogenMod 7) IMO apex 1.4.1 is the fastest, smoothest and most reliable rom for the DX. I haven't ran into any major bug and every new vesion that comes out gets better(unlike liberty). Ive used liberty 1, 1.5 and didn't even want to try 2.1 when I saw the bugs first hand on a friends phone.
Liberty toolbox vs. Apex toolbox:
Liberty has the better toolbox but the good thing for apex users is that liberty toolbox can be downloaded in the market. Not all the functions will work but a few handy ones work that you miss out with apex. Plus apex toolbox is used via terminal emulator... can be annoying.
Cm7 vs both:
now if you like tons of settings to customize every little thing about your phone then try cm7. I was amazed... took me a hour just going through them all. Everything liberty toolbox offers and soooo much more. I also liked how all the settings were in cm7 settings and adw settings(both in the settings menu)... so no toolbox. the downside is that cm7 is very new to the DX and the available version right now is not an offical release so it has bugs and doesn't run smooth like apex. I played with it for a week and restored back to apex.
I will for sure flash the offical cm7 release to see how it runs.
