Best way to switch between wifi and 3G

Hello, I am relatively new to Android. I used to use only wifi for internet access. The sales at the store set it up for me. I moved to another country. Now, I use free wifi most of the time but I also want to use 3G in locations where free wifi is not available.

1. What is the best way to switch between the two?
I want to avoid accidentally having 3G on and get a large phone bill.

2. Is 3G and wifi mode exclusive? i.e. is having one on means having the other off automatically?

3. Is it possible to set up the Galaxy Note so that when free wifi is available, use it. Otherwise, use 3G? In my university, to use the wifi, I need to choose the router first (sometimes automatically chosen). Then, I have to open a website to enter my userid and password. Then, use the internet.

most places that usually have free WiFi need to to usually login when you hop on their network MC Donald's Tim Horton so on so forth, so it kind of hard to really say unless its completely open you will need to do it your self but when a network is available you usually get a message in your notification bar
