Does the 1999 Dell tower have USB 2.0 ports? (I'm guessing that it does not.)

That's probably the reason, if the Dell is still USB 1.1.

... and if 2.0 did you download the drivers from Verizon and install them?

Try the ports on the back of 1999 Dell. Some had faster ports on back.

yeah, it's time to upgrade your computer...
My guesses are like everyone else said is that your Dell computer doesn't have a USB 2.0 port on it. Try either the back USB ports or get a standalone USB card which will go into an open PCI Bus slot on the motherboard.
