black wallpaper in "SLCD"

does a black wallpaper in SLCD save power as they say in AMOLED??

No.

LCDs display blacks by using a polarizer filter for each pixel to block light from shining through. The light (which is a backlight for the entire screen) is still on behind the screen using power.

OLED pixels can be shut off to display blacks. That is where you get the power savings. But bright colors tend to use more power than LCD. So through regular use and encountering a balance of bright and dark colors, there is no significant difference in battery usage between the technologies.

Gingerbread has been redesigned to use mostly black/dark backgrounds, which should help OLED-based phones save on some battery usage.

I know LCD needs back-lit to lit Pixels, but when white color is needed then all 3 RGB pixels needs to be powered considering back-lit is drawing constant current but what about pixel drawing power? does pixels in LCD don't needs power to glow?

LCD power draw is pretty consistent across any color from black to white. The only real affect on power draw is brightness (physical size/resolution matters to, but you can't change that on the fly). OLED-based displays draw more power based on the amount of light they have to emit.
