Man I must have been too tired today when I was messing with this, I got it on my first try tonight. Here is my working Settings.apk with it added to the main menu.

Now let's get wifi tethering working. lol

Get an app called notification toggles it has a blue sync looking icon and activate 4g and it brings up some menu idk what its for

Guys.... THIS PHONE WILL NEVER HAVE 4g!!! It doesn't have a 4g radio... the reason that the 4g menus and options are still in the rom is because zte left alot of crap in the rom that should have been removed
