I was having similar issues, what I did was take my case off, raise the volume of the phone and then I got it to work. Depending on the reader you are using PayPal Here / Square you have to figure out how quick to swipe the card.

In my situation it was the case, I resolved this by purchasing a CellPay 3.5mm audio extension cable. You can find them via Google. I tried but 99% didn't work and the ones that did were cheap and only last a few weeks. If you get this for PayPal Here please note, you have to plug the reader into the cable then the cable into the phone / tablet. As the software has some issues recognizing connections into the 3.5mm audio jack.
