Browser Zooming

On workstation browsers (like Internet Explorer) the page is painted a certain size and you can zoom the entire page proportionally larger or proportionally smaller.

On the eight Android browsers I have tried they all permit me to zoom proportionally larger than the original image but none of them allow me to zoom proportionally smaller.

Two questions ...

Is there a browser or SDK control that supports zooming proportionally larger and proportionally smaller?

Are all the current popular browsers built using the SDK browser control?

You can zoom into the browser on your android device by using two fingers and creating inward swipe motion ( Like a pinch). I do this all the time on my S3.

Do you mean can you zoom out further?

If the initial image is a 100px x 100px square I can only make it larger on the screen (e.g., 200px x 200 px).

In Internet Explorer I can make it larger (e.g., 200px x 200px) or smaller (e.g., 50px x 50px).
