can u guys by anychance tell me wat ur build prop setting is for the recording quality it should be under ro.media.enc.hprof.vod.bps

why are you trying to change it manually? There's several lines with the recording quality set on them, and even then adjusting them past the limits specifications won't let you do anything. The reason they're in place is because that's what the device can use, and it needs the instruction sets from the build.prop to tell it that on a software level.
To put it simpler, editing this more than likely would be like a blind man hunting a lion in the jungle. Ineffective, and deadly.

ro.media.enc.hprof.vid.bps=8000000
