Calender not syncing with Outlook

I have my google calender set up on my Legend and the google calender sync set up on my pc to sync with Outlook but that's just it - it doesn't. It's set up to sync every hour but the info on either calender does not transfer to the other - I have it set up on 2-way as well but it's just not working. Anyone have any ideas?
 
To sync, the items in the phone have to be categorized as PC sync. if they are not, they will stay on the phone only.
