I use WhosCall. It saved me from the relentless telemarketers at Quicken Loans.

I recommend the free version of Black List. But to use it as a white list.

If you select "excluded exception list" under the four settings choices, it will block all calls not in your contacts. All blocked calls and sms will be logged in the app for your review.
