Help Call blocking vs rejecting question

Haven't been looking for a way to utterly block certain numbers from even reaching my voice mail without resorting to my carrier.

Call reject sends the caller to my voice mail but I can still see the missed calls and they can still leave a voice mail.

Is there a way native to the phone that will allow me to do this or is there an app that will ONLY block numbers?

Not sure about stock Roms, but on JellyBeans 21, we have call & message blocking settings.

If not rooted, you can also try changing your voicemail to either Google voice, or youmail, on GV, you can make a customized message saying the number has been disconnected, and same goes for youmail. If he calls from another number then it will go through though, or blocks his number. That's all I have for you.
