Help Calls that don't ring

I get calls that don't ring. Sometimes they do, sometimes they don't. For instance,
just now I noticed I got a voicemail from a half hour ago and I've been using my phone for internet searching for the past hour. I didn't put the phone down, silence was not on, volume was up and quiet mode was off. I'm not out of service from this location because I call from here all the time and have never been unable to get through.

I've been having same problem for weeks....Have called customer support so many times they just say " oh its you again "
They go through same all the time refresh phone, check coverage blah,blah blah........nothing works.
Is it phone or service ?

Phone at times dosent ring, no indication of voice mails etc
