Help Camera app question

I just got an S4 on Thursday. I had a S3 before it, and on the S3 was an effect in the camera settings for the whole image to be black and white except for the color green, there was also one for the color blue. I don't see this setting in the camera app.

Are there any apps that have this effect? Thanks in advance. Here's an example pic.

Try the Graphics App 'Picsay Pro'.
Once run load a picture, select 'Effect' and look at the third item in the long list titled 'Pop Colors'.
This will allow you to paint on the correct colour whilst the remainder stays Black & White Greyscale.

There are many, many other effects and uses for Picsay Pro. Well worth a look.

Pinch to zoom in to fine colour an area, works well with your finger.... Does for me.

It wouldn't be much use. Unlike the Note, the only sort of stylus that will work has to have a pretty fat end and isn't much good for drawing.
