Camera Firmware Installer?

I was searching for captivate related apps on the market and found a camera firmware installer for the captivate. Is this an internal app for samsung or at&t?

It was publish by Samsung. I saw it as well and installed it, but I already had the latest firmware installed so I uninstalled it right away.

I saw it too, did not notice any imporvment or change. What gets me is why would sammy release an update for our phones on market and not OTA; I know it is just the camera, but it is not like the camera works like the GPS; the update could not wait till froyo?
