Try 'Camera ICS' from Google Play. Works for me. No rooting needed. Works exactly like the stock camera app, but with the ability to turn off the shutter sound. Comes with some great features that aren't available with the stock app.
The shutter noise was one consideration that I had in mind for rooting the phone... now I don't have to just yet!
