Can a app stop another app?

Dear,
I wonder can one third part app stop another app running in Android system?
To my knowledge, only system app in Android can do so.
If third part app (downloaded from google play) can do it? How?

Well theres 3rd party apps that can turn the screen off or change the volume so id say the answer is yes if i understand you correctly

Thanks, good to know that 3rd part app can do those things. But can it totally kill another application? For example, can a application kill android browser (like com.android.browser)?

pretty sure tasker and automateit can do it. i only have half a brain, the memory part is the half i don't have.... but i'm pretty sure i had automateit opening and closing stuff depending on my location.

The best thing to kill with a Task killer, is the Task killer... followed by prompt disposal via the uninstall chute

Over in the Samsung S4 area there was a user last week suffering severe battery drain issues. Turned out is was a task killer.
