Well Im at work and all i have to work with is paint, Im assuming you want it to be scrollable right? heres what I did, dont know if its what you wanted.

just save it, go to gallery>menu>more>set as>wallpaper
I didnt try it out, but if anything its just as simple as that, go to paint, enlarge the canvas, put logo in middle and fill it in with black, you can di it yourself and get it to the size you want

actually i wanted it smaller as i did resize it and it still was to big ill re try it again but thank you again

Dont shrink the logo, make the background bigger so you dont lose any pixels in the process.
