Yes you can, but it isn't actively doing anything unless you use it. If you want the extra space go ahead and delete it. I usually leave it there though.
That is definitely something ok to delete/uninstall. If you're unsure about doing something like that, you might just be better off making sure you have a backup of the program/app and freezing it w/ TB. Sometimes deleting things right off the bat may start messing other things up.
