No, as of now Odin is the only way to flash a baseband

No. FE16 and FF19 are your baseband (or modem). CWM doesn't have access to that partition. You can only change that with Odin.
I created a thread a while back on how to switch just your baseband.

What is the current status of acheiving a rooted FF19 for the Prevail? I know Hroak left the scene But how are things left now? Can someone write a set of instructions for the best, latest rooted Prevail that can be had now. (please, pretty please!)

Kouma would be the new Odin Master. I haven't had much time to get into developing any rooted Odin images.
