Cannot access Play Store

I am living overseas and bought an unlocked Moto G about 8 months ago to bring with me. It's been working just fine until recently, when several of my applications started to misbehave. Google email worked only erratically, FB refused to load new posts or link to videos, Candy Crush reset to level 1, and Playstore kept giving me a "no connection" message. I emailed Google and following their advice, I reinstalled Playstore and it worked ok for a few days, then it began to malfunction again, with all my other apps freezing up as well. I then did a factory reset, and now Playstore is completely inaccessible. It just tells me "no connection," even though I'm signed in and Chrome and Gmail are working just fine. I can't load any apps at all, it's really frustrating. I've tried restarting the phone, restarting my router, clearing the cache and data, deleting and then reinstalling the account, pretty much every piece of advice I can find on the internet - nothing works. Also, when I try to synch my account, I just get a "Synch Error" message saying it's "experiencing problems" and will be back "shortly." Which is isn't.

Can anyone help me? I've tried to find a Google customer service number, but apparently there really isn't any way to talk to someone. I really rely on this phone and it's just not functional without the ability to download apps.

Thanks so much for any ideas or suggestions.
