Root Cannot Boot past Velocity boot screen

For the past 2 days I've been having a problem where my phone wouldn't boot past the Velocity boot screen and I'm using the latest Velocity .3. It started yesterday afternoon:

I couldn't boot and I kept trying and kept trying. Finally after a good hour and a half of trying and nothing changing I went down to fry's and bought a new 8 gig class 6 SD card. It wouldn't boot past Velocity screen for a bit but finally got it to get past on the 4th or 5th try.

I loaded up my stuff and all was good. This morning I needed to format the older 8gig class 4 card to give to my wife so I put that card in and formatted it. It restarted my phone and got it stuck on Velocity screen again. I put in my new class 6 card and I couldn't get it to boot past Velocity screen. I formatted everything in recovery I could possibly format (including the SD card), downloaded a fresh copy of Velocity and loaded it back up to the card, and tried again. Still cannot get past Velocity screen. HELP PLEASE....

Additional Info:
I've wiped data/factory reset but I get an error
I've tried reinstall Velocity .2 and it is working but I need Apps2SD
I've wiped the dalvik cache
 
Sorry I forgot to mention, I've done that as well. I've done the wipe and cleared dalvik and battery caches... many times...
 
Also, something else I did not mention, I get errors when installing roms.
On Velocity .2 (which I just flashed and am having the same problem) I got E: Failure at line 3
On Velocity .3 I got the same thing
I always try it a second time and it normally works just fine.

I flashed Raptor just to see if it would work, same thing.
 
I had this same problem, and it is HORRIFIC. SO!, here's what I did

1. Completely WIPE EVERYTHING (EVERYTHING!!!)
2. Flash the V8 stock ROM
3. Root and install ROM Manager
4. Flash clockwork and re-partition your SD card (MAKE SURE TO SET SWAP SIZE TO 0)
5. Afterwords boot into Clockwork recovery
6. Mount USB storage
6a. Copy over the ROM
7. Format cache and dalvik
8. Flash Velocity_0.* (Or another ROM)
9. Attempt to boot

I was having the same problem and had reverted to velocity .2 because of it. I needed apps2sd so i started using raptor, and while it is good i preferred velocity .3
This method is the only way i tried to get it working
 
I am having this problem but cannot boot into recovery mode. I've tried reinserting the battery, holding the SEND + HOME + END buttons, but STILL NO LUCK. Help! I need a working phone but am now kicking myself in the butt for flashing this stupid rom!
