Help Cannot read internal memory via PC

When i plugged in my phone via usb, I always had two drives pop up as H: and I:, the external(sd card) and internal memory(incredible storage), where I could navigate through the file structure etc. Lately, I am only able to navigate H:, and while I: pops up on my computer via my PC, its not nagiatable. I have videos and pictures that I would like to take off the internal storage and can't figure out how anymore. If anyone can help it would be much appreciated!

While it's plugged in, pull down the notification bar. Switch it to Charge Only then hit Done. Wait about five seconds. Pull down the notification bar again, but switch it to USB Drive then hit done. Should be able to navigate it now.

I have to do this occasionally myself.
