Help Cannot send or receive emails with attachments

I am having an issue with an HTC Evo 4G. The issue is basically this phone will not send or receive emails with any attachments regardless of the attachment size or that email provider. There are no issues with data and removing and readding accounts has not made a difference. This is a replacement EVO 4G as it was thought that it was the device but that is not that case. Is there a setting I'm missing?? The email accounts have been set up correctly. I appreciate any help. Thank you.

I forgot to mention...when receiving emails, the phone is stripping the attachment from the email. So the emails will come through but no attachment and the outgoing emails with attachments will simply not go through.
