Help Cannot update Galaxy Note to ICS - Belgium

So, I plugin my Galaxy Note via USB and turn on my Kies. I see a notification saying there's an update available.
I follow the steps of the update, after it downloads it and I agree to terms it downloads it again, then it's like disconnects and reconnects my phone to the PC and asks me again about the update and it goes like this in a loop.

Anyone else had this problem?
It's an unlocked version of Galaxy Note, however I'm residing in Belgium.

You can't get the update right now.

Your phone is from France.

Same as mine.

So it won't work for you until Notes from France (XXLB2/XXLC1) receive it officially.


Keep an eye on this page for France to be listed...

1. How do you know it's from France, by the data of versions I provided?
2. How come then when I plug it in and open KIES it offers me to install the update?

2. I don't know why the update shows.

1. Yes, The update you provided me tells me it is from France.
