Help cannot use "voice dial" on Inspire

I'm trying to get "voice dial" to work with little success. Either I'm a dolt -- at 59 would not be a surprise -- or something is not working correctly -- ibid: 59 remark -- in the way that my contacts are stored or something.

When I announce "Dial {contact}" the app finds all sorts of people that have little to do with the desired contact. I would expect "Dial Cindy" to show me a list of "Cindy's" but not a group of seemingly random contacts.

Yes, I'm using "Voice Dial" and not "Voice Search".

Q1. Which of the several sets of contact data does voice dial search?

Q2. Must I configure contact data some special way for voice dial to work properly?
 
I hadn't tried using the Voice Dialer app until I read this post and decided to play around with it to see how it works. The selections seem to be more accurate when I say the full name rather than just the first name. When I say just a first name, it pulls up options that to me don't sound like what I'm saying, but I guess to the voice analyzer it's close enough.

Q1) Not exactly sure which set it uses, but I would assume it uses all the contacts that are one the phone that have phone numbers. I tried speaking the name of one of "My Contacts" and it pulled up one of my ungrouped contacts which I don't have set to view in my People app.

Q2) Like I mentioned before, I think the voice dialer would be more accurate if your contacts have both first and last name and you say "Call {first name} {last name}".
