Help Can't access apps while on phone call

I have a Verizon Note 3 that just got successfully updated to Lollipop over a month ago.

I swear that I thought I used to be able to access apps while on calls. Suddenly, I noticed that while on a call, I'm locked out from accessing anything else on the phone. Really inconvenient when I want to jot down notes or look up something.

Does this sound normal? If not, how do I make this work? Noticed that Verizon has Advanced Calling that looks like it's supposed to fix this kind of issue. Unfortunately, it is not offered on the Note 3.

Any insights would be appreciated.

it is not normal... you should be able to access your apps and other resources on your phone.

guessing...
does your phone have a lock? if you phone is locked.. and you get a call..
of course, you cant access the phone's resources

Use the lock screen but this happens when the phone is unlocked.
