Help cant change my usb mode from charging only to data transfer

I have an HTC Desire S with Android ICS installed.

For some weird reason, when I connect my cell phone to the PC, I am not getting the options for usb tethering, data transfer or charge only. It always starts charging without giving the other options.

Also, recently my cell phone charging IC blew off and I had to change it along with the USB jack, can it be a problem? I am not sure it started happening after that repair or before.

Please Help!

I think the person who repaired may have left some joint open due to which I cant transfer data. is this possible?
