Help Can't connect to Mobile Data

Hi. So I have a rooted note 2. It has been working perfectly fine until I wiped it. I went into recovery and wiped/factory reset and cleared all the Cache.

I also swapped from my sim to a different carrier however this note is factory unlocked.

Upon reboot the note won't connect to mobile data. Even if I turn WiFi off. When setting up the phone when I click "Existing User" for my google account it just opens the WiFi menu even if I have turned WiFi off.

This is doing my head in, any help would be appreciated.

Put in the non-workijng SIM and take the phone to that carrier's store. Act dumb. "My phone won't work. Can you help me?"
