Help cant find debugging or wifi setup

Hi, noob here, so sorry if its obvious...

I recently upgraded my phone via kies to 4.0.3, and subsequently rooted it. Im not sure which one is the problem, but now i cant seem to find some settings. The wifi section of settings doesnt seem to have any way to connect to new wifi networks. I can only find a data usage section.

Also, the applications section seems devoid of the option to enable usb debugging. Seeing as i want to make a titanium backup before putting my rooted phone through its paces, this second point is doubly frustrating.

Im sure im missing something obvious, but cant for th life of my work out what.

Tap the WiFi icon of settings to see wifi networks.
