I think it means to find the "slider" or on/off switch next to the Multi-view entry. When you turn it on, the multi-view tab will appear on the left of your screens.

Lol I never found "device" in Settings! But your right I couldn't find that but I knew what multi window was.

In the last two months, I went from a Captivate Glide (older Samsung), to the S4, to the Note 3. Oh, and I have a Tab 7 2.0 as well.

I have been frustrated (and confused) by how different each settings menu is! To me, the S4 was the screwiest. I was constantly hunting for the right place. The Note 3 is marginally better, IMHO. Still, I was hunting all over the place today to solve the "Warnings" pop up message problem. "Google settings" wasn't anywhere near where I thought it would be!

Oh, did you find the "device"? It's in the tabs on the top of the first page in settings. I don't think they look very much like tabs.

O gee whiz! I'm an idiot! I went and looked at it again and there it was. More of a divider than a tab. Now if I could just find out how to make it stop telling me what's running in the status bar!

I did a similar thing when visiting the applications page. They have tabs at the top for "downloaded", "running", "SD card" and "all". For the longest time I didn't realize that the ribbon would scroll from the right.

Now that you know about those settings tabs, you can find what I'm talking about, lol!
