Help Can't get out of Fastboot Flash Mode

Trying to help someone with their Moto G. When you plug in the phone you get a UI screen that is titled "AP Fastboot Flash Mode"

With this it states

Battery Low (Charging)
"Device is LOCKED. Status Code: 0"
Transfer Mode: USB Connected

Then it gives me some Boot Mode Selections, but none of them do anything. Even normal powerup is not working, it just turns the screen off for a moment then goes back to the same UI.

Can anyone help me with this please.

Is your bootloader unlocked if so now would be a great time to add a custom recovery..do you have adb and your fastboot command ready? Are you using Linux Windows or Mac?
