I've only ever been able to resize the weather widget and it took a while I had to long press on it and drop it back in place to do so. None of the other widgets I have seem to be resizeable so I just assumed that the widget had to support it.
Saying that I did upgrade to 2.3.6 pretty much within the first few minutes of turning the thing on so maybe it used to be different.
