OTA = over-the-air (as in over-the-air update the VZW sends-out for new updates to Android).
Are you running Gingerbread (Android verison 2.3) on your phone? (check with Settings -> About phone -> Android version (hopefully, 2.3.x).
If so, then Z4root and Gingerbreak won't work on your phone (they never got the offsets figured-out for Gingerbreak for the Motorola devices).
You'll need to use the Droid 3 root method (the adb exploit discovered by Dan J. Rosenberg (djrbliss)) that he figured-out would work on pretty-much any recent Motorola phone.
So, Pete Souza's 1-click tool should work for you:
