Root Cant Start Moto Droid... constant red light?

Can you confirm that you are trying to charge with AC adapter (not a usb port on your computer)? Also, try reseating the battery.

It sounds like the battery is very, very dead. When Lithium ion cells get very low on charge they have to be trickle charged very slowly to avoid damaging them. If the battery is that low it could take hours to charge before it will turn on again.

I once had a similar issue where the bootloader came up when I turned the phone on, saying "battery low, cannot program". When I plugged it into the AC adapter the white light on the USB port didn't light up and it just kept trying to turn on and shut off again.

I plugged it into my laptop USB and the white light came on. Left it for a couple of hours and eventually got it to turn on with 15% battery and from there switched to the AC adapter.

I'd advise you plug it in to a charger - the AC adapter if the white light will turn on, USB if it won't. You might just have to wait a few hours. Patience is the key here. If it won't turn on after a day of charging the battery might be the problem and you may have to try another battery. Got any friends with a Droid?
