Is there a dock that will hold the Note 2 horizontally and automatically put it into "dock mode" like my Moto Bionic? I don't just want something to HOLD the phone, I want it to go into "dock mode" whereby the screen has a few large buttons to access phone, nav, etc.

As of right now, the only Samsung option is a universal dock (seems they went away from making phone specific docks). Good news is iBolt has already reached out (at least here and on XDA) to create a dock for the Note 2. Hopefully, they've listened to most of the concerns (regarding the SGS 3 dock having to still be plugged in) and are in the process of designing a dock that will be a "dock-and-go" type, similar to how Motorola has approached things. The reason it's difficult to create a horizontal dock-and-go car mount is due to the micro USB being at the bottom. I don't mind it being a verticle, as long as it can be turned horizontally once the phone is docked.
