I have a HTC EVO 3D and I love the phone but ever since it upgraded to 4.0 my 3D games won't run and the internal storage keeps depleteing. Like I have 500mb free space and in 5 mins I have 50mb. I never had problems like that when I had 2.3. So I was wondering is it possible to get 2.3 back on my phone?

Which version of the EVO 3D do you have? CDMA (on Sprint)? or the GSM Version? Are you rooted? Using a custom ROM?
That is very strange - is this without you doing anything? Go to settings/storage and see what is actually using that storage. There is no reason for the internal storage to go down from 500mb to 50mb without you actually downloading anything to it.
Are most of your apps on internal storage? or did you move them to the SD card?
About the factory reset, as you found out, it will not revert to 2.3. It will erase all your apps, and data, and get you back to the HTC factory image (assuming you are on stock ROM). The reason to do this of course is to ensure that it is not a rogue app that is sucking up internal storage.
When you did that, was your internal storage still 50mb?
Your question: revert back to 2.3 - I don't think that is possible unless you root and flash a 2.3 based ROM.
