I have an HTC EVO 3D and it was rooted I unrooted the phone. Can I root the phone again?

Your apps should be saved on the Google server, but the data won't be saved, once rooted you can back up all you apps Titanium backup, that will allow you to back up your data if you want. In Settings go to/Privacy/check mark back up my settings, and also check mark automatic restore

Is there away to back up my apps before I do this?

Sorry for all the questions I'm very new to all of this. Someone else rooted my phone before.

If they are on the Google server how do I get them back? I have a couple I paid for and don't want to lose them.

Once you either do a factory reset, or you decide to flash a new ROM, and as soon as you sign in to Gmail, they will start downloading back to your phone. So I would suggest that you have Wifi setup, this way they will download and install much faster.

There is a temp root solution to backup your phone before you root. I can dig it up if you are looking for it. If you just want to back up the apps, I recommend ES File Explorer. It's a bit more reliable than Google, in my experience.
