Help Cell/Battery charge Issues

Hello Beautiful Android people, :ciao:
I have the Galaxy S3 and it was amazing for about 6 months, and the last week and a bit its not been charging, or rather it has but like 2% an hour if I don't use the phone, and if i do use the phone even for simple things like texting the battery/cell drains even when plugged in.

I've seen a lot of posts like this and the problem seems to be solved when thy buy a new charger

So I did ... but that made no difference

So I bought a new battery..... but that made no difference
kinda panicking now aha. :stupid:

someone said to get a wireless cell and charger, but I don't know if this is the problem, I guess it could be the charging port that is damaged.
But when I look at battery Usage like 48% is used just by the screen, when I've hardly looked at it and I have the brightness turned right down....it can't be right?

Really don't know what to do!

Does it charge properly when its actually turned off/shut down?

Only a tiny amount it's still not the same, i used to be able to watch youtube videos and charge at the same time :/
