Can new icons be added and changed to in the stock ui?

What type of icons are you referring to? App or statusbar icons?

App... For the dock mainly

Unfortunately no, not on the stock launcher. Unless you want to get into decompiling, editing, and recompiling app and framework files. The easiest way for you to do it is just find a third party launcher.

I'm actually trying to find a copy of the new LG launcher that comes on the tribute. It actually runs very smooth and has a lot of personalizations built into it, such as changing icons and such. It would be good for those people that want a stock launcher, but third party launcher features.

I bought the tribute before I realized it was unrootable. It seems pretty neat. Not the same launcher as this on for sure. Thanks.
