Help Change my location

Im currently in another country and when I use things liks Google Play, everything is in another language. Ive turned of many location detection settings and it still happens. Is there a way that I can manually input my location to somewhere in the states?

I figured it out I just had to change the Date Time Group to a time zone in the states.

This didn't work for me on my Nexus 7. I changed my location to Los Angeles but still receive Google Play content in Japanese only since I am in Tokyo and am using a Japanese IP. Any tips? Thanks.
