Help Changing Theme Colors?

I've noticed from some people's screenshots that they've changed the color of the status bar and such. More specifically, I've seen some users with RED buttons On the bottom left and RED status icons on the bottom right.

I can't seem to find any options with in the settings menu. Am I missing something, or is this a 'Root' only function?

Sounds like they may have rooted and run some sort of ROM.

Alternatively, they may have installed a new launcher like LPP or ADW.

yeah i have mine rooted and then i use the flashable themes over at xda to give it its own look
