Help Charges when data roaming off?

When travelling abroad [from N.Ireland (UK) to RoIreland], I had roaming on calls only, data off, with "R" showing.
So why when I used wifi, did I get a message from my operator telling me a data surcharge had been applied to my a/c!!

Surely, even with data roaming off, the phone should prompt me that I am trying to data roam, and ask meto accept/reject, or simlar.

Is this an operator error, phone error, or a phone setup error by me??

If data roaming was off, I can only presume this was an error by the operator. Who are you with, I'd ask for a breakdown of what you're being charged for.

Vodafone UK, and its on my bill.
Contacted them and they keindly took it off, and the adviser recommended contacting them prior to future trips to stop roaming...and I said thats not the point, i don't want to bar it, as I may need access, but why is this occurring....no answer!
