Cheap tablet supporting USB selection

Pirs01

Hello,

I am looking into developing an application that uses some external devices via USB.

First I need to choose a tablet (or any other machine that satisfies requirements like mini laptop etc.) that will be shipped with the software on it and the external devices as a ready to go product.

I need this machine to be cheap and it has to support USB so Android 3.1 (API level 12) or Android 2.3.4 (API level 10) with "an add-on library to support a broader range of devices" (USB Host and Accessory | Android Developers) is required.

My question is: how do I got about compiling a list of machines that does support USB?
I would image I should search using the CPU model as a key?

If a tablet supports a sufficient OS version and has a USB socket, is that sufficient to say that it will allow me to develop and run such an application?

Another question is about updating the OS version or with the add-on library. Will every tablet allow me to do so?

Thanks a lot,
Pirs01

P.S.
Just noticed in documentation that 2.3.4 is not sufficient for what I'm trying to do so only 3.1 and higher will do.
